NORTHEASTERN PENNSYLVANIA (August 25, 2006) ) - PennDOT advises drivers that, due to the summer flooding of 2006, all counties in District 4-0 (Lackawanna, Luzerne, Pike, Susquehanna, Wayne and Wyoming) will have maintenance crews working on county - wide flood repairs on various state roads. The work is scheduled in Northeastern Pennsylvania during the week of August 25 - September 1. The roadwork schedule is subject to change.

Drivers should exercise caution while traveling on roadways and are reminded to “buckle up” their seatbelt. Be advised that roving patrols and sobriety checkpoints also will be scheduled during this busy time of year.

A Note Regarding Labor Day: Work is only scheduled on the interstates Mondays through Thursdays. No work is scheduled on the interstates the day before or the day after the holiday unless there is an emergency.

INTERSTATE ROADWORK

Interstate 80

  • Single-lane work zones currently in place on I-80 in north central PA in ...
  • Montour County: EXIT 224 WESTBOUND (The Danville Interchange).DRIVER'S ALERT! The on-ramp will be closed. The westbound on-ramp traffic will be detoured west on Route 54 to Washingtonville, and Route 254 west to the I-80 Limestoneville Interchange (Exit 215). The detour will add 2 miles and several minutes to travel time for those being detoured. This detour is being placed in an effort to reduce the length and duration of traffic back-ups in the work zone on the interstate near Danville. The detour is expected to last until late September. The westbound I-80 off-ramp will remain open for travelers wanting to exit the interstate at Danville.
  • Union County: EASTBOUND I-80:Between Lock Haven and Lewisburg Traffic is currently traveling in the eastbound driving lane in the 9-mile work zone between Mile Run Interchange (Exit 199) and the White Deer Bridge (near Exit 210).
  • I-80 (White Haven to the Luzerne County line): Crack sealing scheduled Monday (8/28) to Thursday (8/31) from 7AM to 3PM.

DRIVERS ALERT: Because of changing traffic patterns, proceed through the work zones with extra caution, pay full attention to your driving, reduce speeds, and allow extra space between vehicles to deal with sudden stops or slowing traffic. Significant delays from slow-moving or stopped traffic ahead of the work zone, 24 hours a day, 7 days a week.

Interstate 81

  • EXIT 178-170: SOUTHBOUND Exit 178 (wilkes-Barre/Scranton Arport) to Exit 170 (Bear Creek).DRIVER"S ALERT! Single lane closure scheduled Monday (8/28) to Thursday (8/31) from 8PM to 6AM for nightime guiderail work.
  • EXIT 155-159: NORTHBOUND Exit 155 (Dorrance) to Exit 159 (Nuangola). Bridge work scheduled Monday (8/28) and Tuesday (8/29) from 7AM to 3PM. SOUTHBOUND bridge work scheduled Wednesday (8/30) and Thursday (8/31) from 7AM to 3PM.
  • I-81 (from Route 6 to the Luzerne County line): Litter pickup scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.

Interstate 84

  • EXIT 30-46: EASTBOUND, Pike County from mile marker 33 to 39 between Exit 30 (Blooming Grove) and Exit 46 (Milford). Pothole patching scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • EXITS 34-46: EASTBOUND, Pike County, between Exit 34 (Lords Valley/Dingman’s Ferry) to Exit 46 (Milford). Bridge repairs scheduled at mile marker 38 Monday (8/28) to Friday (9/1) 6AM to 2PM.
  • EXITS 17-53: Litter pick-up every Wednesday beginning 11:30AM from Exit 17 (the Wayne County line) to Exit 53 (the NY state line.).

Interstate 80/380

  • I-80 west at the interchange with I-380 (Exit 293) in Monroe County. Single lane conditions. The Interstate 80 east ramp to Interstate 380 north is now open. There may be short-term restrictions on the ramp over the summer months. Motorists should expect delays and are reminded to allow extra travel time in their commute to navigate through the construction zone. Some restrictions in general area of Exits 298 to 284 on I-80, and Exits 1 and 3 on I-380. Approximately 3 miles of I-80W (1.5 miles on either side of the interchange) will be affected. DRIVERS’ ALERT! Expect delays and slowed traffic Mondays through Thursdays between 7 AM and 5 PM. Delays may be significant on Fridays, Saturdays and Sundays. Construction continues through October.

Interstates 84/ 380

  • I-380 and I-84: Litter pickup scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.

WORK ON NON-INTERSTATE ROADS

LACKAWANNA COUNTY:

FLOOD-RELATED REPAIRS will take precedence over any regularly scheduled road work for the week of Friday (8/19 to Friday (9/1). All scheduled roadwork is weather permitting.

  • Route 3013 (Main Avenue) bridge in Taylor has been posted for a 10-ton weight limit due to serious deterioration of the bridge deck. PennDOT has temporarily waived the bond that restricts truck traffic on Union Street in the borough to allow for the detour. The detour for trucks over 10 tons will be from the Stauffer Industrial Park to Route 3011 (Keyser Ave.) to Route 3010 (Union St.) back to Route 3013.Trucks wishing to access the Southern Norfolk intermodal yard are unaffected by the detour as the entrance is before the restricted bridge and detour.

  • Business Route 6 and Route 347, Dickson City, Blakely: To access Route 347, drivers will have to go to the new signal to make the turn from the left turning lane. This $10 million bridge replacement and widening project includes five lanes (two lanes in each direction with a center turning lane), plus realignment of the intersection, addition of traffic signals, signs, guide rail, pavement markings and drainage improvements. Work is scheduled Monday through Friday, 7 AM to 4 PM. The project is expected to take two years to complete. DRIVERS' ALERT! Expect changing traffic patterns and occasional lane restrictions.

  • Route 106: Salem Avenue Bridge, Carbondale: DRIVERS' ALERT! The Route 106 Salem Avenue Bridge over the Lackawanna River in Carbondale is closed to traffic. Detour signs are posted. Detour will remain in effect while work has been postponed for safety reasons due to the condition of an adjacent building. This $2 million project is replacing the Route 106/ Salem Avenue Bridge. Estimated completion is Summer 2006.

  • Business Route 6, LaPlume: Bridge work scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.

  • Route 438:
    • East LaPlume Rd, LaPlume & Benton Twp: Pipe replacement scheduled Thursday (8/31) and Friday (9/1) from 6AM to 2PM.
    • Wallsville Rd., Scott Twp: Bridge deck patching scheduled Tuesday (8/29) to Friday (9/1) from 6AM to 2PM.

  • Route 632, Carbondale Rd.:
    • Scott Twp: Ditch work scheduled Friday (9/1) from 6AM to 2PM.
    • Waverly: Ditch work scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.

  • Route 690, Moscow & Madisonville: Shoulder washout repair scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Route 1012 (Salem Rd.), Jefferson Twp: Shoulder washout repair scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Route 1019 (Salem Mountain Rd.) Carbondale Twp.: Pipe replacement scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Route 2004 (Hass Pond Rd.), Madisonville: M-F 6-2 Shoulder washout repair scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Route 2010 (Blue Shutters Rd.), Roaring Brook Twp: Pipe trench patching scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.

LUZERNE COUNTY:

Flood related repairswill take precedence over any regularly scheduled road work for the week of Friday (8/25) to Friday (9/1). All scheduled roadwork is weather permitting.

Route 29, Luzerne County, from Route 11 to Route 12, Chase Rd., Plymouth Twp.has reopened. DRIVERS ALERT! The road is open to traffic, but completion work remains to be done. The bridge over Harvey’s Creek, unaffected by the flood, also has some finishing work to be done as crews work to remove the temporary runaround. Exercise caution while traveling this road.

  • Route 11:
    • From the Luzerne county line to Shickshinny: DRIVERS’ ALERT! Lane restrictions due to paving scheduled to begin Thursday (8/24) from 7 AM to 7 PM. Work is weather permitting and estimated completion is Monday (8/28).
    • Salem, Union, Hunlock and Plymouth Twp: Flood clean-up and shoulder restoration scheduled Monday (8/28) to Friday (9/1) from 7AM to 3PM.
  • Route 29: South Cross Valley from Exit 1 (Sugar Notch) to the River Bridge: Paving on both sides scheduled Wednesday (8/30) and Thursday (8/31) from 6:30AM to 8:30 PM.
  • Route 239, Nescopeck/Wapwallopen area: Road will be closed for the next several weeks for replacement of retaining wall.
  • Route 309:
    • (Cross Valley Expressway), Kingston: Bridge cleaning scheduled Monday (8/28) to Friday (9/1) from 7AM to 3PM.
    • Luzerne County NB/SB between I-81 & Hillside Rd., Trucksville: Clearing of inlets along the shoulder of the road in both directions scheduled Thursday (8/24), Friday (8/25) and Monday (8/28) from 7:30AM to 1:30PM. Drivers should be alert and watch for varying lane closures at times over bridges.

  • Route 437, Dennison Twp., Road has reopened. Temporary pipes were installed to keep the deteriorating bridge open. Job will be bid under emergency. School buses and other vehicles are safe to travel on this temporary bridge. Work will be done on a permanent structure this fall and possibly into winter. PennDOT is working to maintain travel during construction.
  • Route 940, White Haven: Pipe replacement and pothole patching scheduled Monday (8/28) to Friday (9/1) from 7AM to 3PM.
  • Route 1029:
    • Dug Rd., Kingston: Pothole patching scheduled Monday (8/28) to Friday (9/1) from 7AM to 3PM.
    • North St. & Dug St., Luzerne Boro: Pipe replacement scheduled Monday (8/28) to Friday (9/1) from 7AM to 3PM.
    • Bunker Hill Rd., Kingston: Pipe replacement scheduled Monday (8/28) to Friday (9/1) from 7AM to 3PM.

  • Route 2040 (Thornhurst Rd.), Buck Twp.: Shoulder cutting scheduled Monday (8/28) to Friday (9/1) from 7AM to 3PM.
  • Route 2041 (White Haven Rd.), Bear Creek Twp: Shoulder cutting scheduled Monday (8/28) to Friday (9/1) from 7AM to 3PM.
  • Route 4024 (Grassy Pond Rd.) Ross Twp.: Flood repairs and clean-up scheduled Monday (8/28) to Friday (9/1) from 7AM to 3PM.
  • Downtown Area, Wilkes-Barre: Work continues on the Street Lighting Project around Public Square and East Market Street in the downtown area, Monday through Friday between 7AM and 5PM. Pedestrian and traveling public should expect periodic minor delays. The lights continue to be installed and sidewalk restoration will occur over the next several weeks along South Main Street, working toward Public Square and up North Main Street. Lights along South Main Street will be illuminated on a regular basis but the project is not yet complete. Contractor is Kuharchik Construction Inc., Exeter. Project completion is expected this summer.
  • South Franklin and Waller streets, Wilkes-Barre: Bridge has reopened.
  • Road Closures in Luzerne County
    • Route 1032 – Maple Tree Rd at intersection with Rte 2009 (Bridge), Lake Twp.
    • Route 1047 – Ellsworth Hill Rd.

PIKE COUNTY:

Flood related repairs will take precedence over any regularly scheduled road work for the week of Friday (8/25) to Friday (9/1). All scheduled roadwork is weather permitting.

  • Route 402: Pipe cross patching scheduled Monday (8/28) to Friday (8/31) from 6AM to 2PM.
  • Route 434 - Shohola-Barryville Bridge: DRIVERS’ ALERT! Construction continues on the Shohola Bridge. Work schedule is weather permitting and subject to change. Project involves the replacement of the current steel bridge over the Delaware River connecting PA Route 434 in Pike County PA with NY Routes 55 and 97 in Sullivan County, NY. Estimated completion: Fall 2006.
  • Route 402: Pipe cross patching scheduled Monday (8/28) to Friday (8/31) from 6AM to 2PM.
  • Route 2003 (Bushkill Falls Rd.) Lehman and Porter Twp: Pipe replacement scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Route 2006 (Log Tavern Rd), Dingman Township:
    • Pipe installation scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.

SUSQUEHANNA COUNTY:

Flood related repairs will take precedence over any regularly scheduled road work for the week of Friday (8/25) to Friday (9/1). All scheduled roadwork is weather permitting.

  • Route 11: New traffic patterns will are in place and are expected to last for the next several months as flood-related work continues on Route 11, New Milford Borough, Susquehanna County. DRIVERS’ ALERT: An arrow board will restrict the 2 lane-road with a passing zone to a SINGLE LANE IN EACH DIRECTION. Crews will work Monday through Friday, 7AM to 5PM and 7AM to 3PM on Saturdays until the job is completed. The restriction will be in place even while work is not underway.
  • Route 11, Great Bend Township: Shoulder repair scheduled Thursday (8/31) to Friday (9/1) from 6AM to 4PM.
  • Route 171, Great Bend Township: Shoulder repairs scheduled Monday (8/28) to Wednesday (8/30) from 6AM to 4PM.

WAYNE COUNTY:

  • Route 196, Dreher Township: Drainage work scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Route 590 Hudson Street & Tannery Road: Patching scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Route 3034, (Mid Valley Rd), Varden, South Canaan Township: DRIVERS' ALERT! Bridge Closure: A bridge near the junction of Routes 196 and 296 is closed to motor vehicles. The bridge is now restricted to pedestrian traffic due to its deteriorating condition in the aftermath of flood damage. Detour signs are posted. The work on a project to replace the bridge is under design. A contract is expected to be awarded in July.
  • Route 4007, Dyberry Creek: Flood damage repairs scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Route 4014 (Winter Dale Rd.), Scott Township: Emergency repairs scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Route 4023, (Belmont Pk.), Mt. Pleasant Twp: Bridge repairs scheduled Monday (8/28) to Friday (9/1) from 6AM to 2PM.
  • Various State Routes: Emergency flood repair and sign repairs in Wayne County the week of (8/28) to (9/1).
  • Road Closures in Wayne County:
    • Route 170 - North of Creamton bridge out
    • Route 247, Red School to Creamton Rd. /Rte 170 bridge out .1 mile East of Rte 170.
    • Route 1018 – Emergency vehicles only. The Kellams- Stalker Bridge on SR 1018 is an interstate bridge that we share with NY State. NY will determine the timetable and whether or not the structure will need to be demolished or replaced. The bridge is closed to both pedestrian and vehicular traffic because the weld on the support is broken.
    • Route 1023-Road open; BRIDGE CLOSED
    • Route 3020-BRIDGE CLOSED
    • Route 3034- Bridge out. Temporary pedestrian bridge will be installed within 3 weeks.
    • Route 4024 Bridge out
    • Route 4033 Lake Como and Preston Township

WYOMING COUNTY:

FLOOD-RELATED REPAIRS. Crews will be cleaning and flushing pipe and inlets; bridge repair work, shoulder repair, road repair and ditch cleaning County Wide due to the flood. Customers are to be cautious of various single lanes and stops while crews are working the hours of 7am to 3pm; Monday through Friday.

  • Route 6 (from Deerpark Lumber to the Route 6 and 11 interchange): Finishing work remains as crews make final repairs to the ramp at Factoryville. DRIVERS ALERT: Expect some delays due to lane closures this week (8/25 -9/1). Watch for flaggers and crews in the work zone.
  • Route 29, northbound bridge above Route 6 intersection: open.
  • Route 92, Lemon Twp. at the bridge washout: A temporary bridge has been installed. DRIVERS ALERT! While the road is open, drivers are urged to travel cautiously. A permanent replacement bridge will be bid before September 2006 and construction is likely to follow in the spring of 2007.
  • Route 2018, Beaumont, Monroe Twp: One lane of bridge is CLOSED TO TRAFFIC WITH A STOP SIGN until further notice. This is an adjacent box beam bridge design that has exhibited structural damage across the state.
  • Various State Routes: Watch for PennDOT crews doing emergency flood repair.
  • Road Closures in Wyoming County:
    • Route 2017 - Road closed between Route 2015 and Route 2023
    • Route 3003 -First bridge off Route 29 open. Parts remain closed. Local Traffic only at Route 87.
    • Route 4008- Lemon Twp., Wyoming County, will close as early as Wednesday (8/16) to allow permanent repairs to be made to the road. It will remain closed until approximately 9/5/06. A temporary detour of about 6 miles is in place: Take Route 29S to Route 4021 North..

Drivers' Advisory:
PennDOT crews are using Police Arrest Forms to report violations within work zones. These forms allow PennDOT crews to report, directly to state police, any violations that impact upon the safety of road crews.The forms could lead to citations against drivers who violate work zone safety laws.

Fines are doubled for speeding in a work zone!
In accordance with the Work Zone Safety Act of 2003, convictions of two or more speeding violations in a work zone could result in the suspension of the driver's license. Motorists: Drive with caution and reduced speeds through the work zones for your safety and for the safety of construction workers.
