PennDOT District 10 Employees Receive Top Award



PennDOT Honors Star of Excellence Recipients
Agency Recognizes 28 Employees Across Pennsylvania

CITY – PennDOT Secretary Barry J. Schoch, P.E., today recognized 28 PennDOT employees for their outstanding performance with the Star of Excellence Award, PennDOT’s highest recognition. Two employees from PennDOT’s District 10, which represents Armstrong, Butler, Clarion, Indiana, and Jefferson counties were among the honorees.

“These employees are being recognized for going above and beyond what’s expected of them,” Schoch said. “Despite constant fiscal challenges and the increasing demands placed on them, they are dedicated to producing excellent results. They find efficiencies and serve as examples to their co-workers. I thank them for their service and congratulate them on this accomplishment.”

Local winners James R. Johnson and Harold L. Swan were honored this afternoon at an awards luncheon at the Governor’s Residence in Harrisburg.

District Executive, Joseph P. Dubovi, III, P.E., added congratulations and thanks to Jim and Harold. “We in District 10 are pleased to recognize the dedication and excellence of Jim and Harold. Both employees are well respected and continually contribute to the success of the District. We join their friends and family in congratulating them on this honor,” said Dubovi.

James R. Johnson, Civil Engineer Manager – Bridge has been with District 10 for 13 years in the Bridge Unit. Jim resides in Kittanning. Harold L. Swan, Roadway Programs Manager, has been with PennDOT for 19 years, holding positions in the District 10 Office and Indiana County Maintenance Unit. Harold resides in Indiana.

The Star of Excellence Awards are presented annually to employees who represent the department’s values of service, performance and integrity. The recipients represent a variety of organizational positions, spanning from highway maintenance and driver and vehicle services workers, programming specialists, communications staff and design and engineering specialists
