State Route 28 Allegheny Valley Expressway Project Wins National Award

Indiana – PennDOT Engineering District 10 is pleased to announce that the State Route (SR) 28, Allegheny Valley Expressway Project in Armstrong County has won a national award.

The American Association of State Highway and Transportation Officials (AASHTO) Subcommittee on Organizational Management honored PennDOT and the Pennsylvania Asphalt Improvement Network (PASIN) Team with the Bronze Performance Award. This award recognizes projects with performance excellence results meeting the highest standards of quality, service, and performance.

The PASIN team implemented an innovative approach to improving the quality of the SR 28 Allegheny Valley Expressway Project. The multi-disciplinary PASIN team was comprised of representatives from PennDOT Central Office Bureaus and Districts, Federal Highway Administration (FHWA), Pennsylvania Asphalt Pavement Association (PAPA), AASHTO, American Council of Engineering Companies (ACEC), and Pennsylvania Aggregates and Concrete Association (PACA). The PASIN team worked with Derry Construction, Inc., to implement a quality management system (QMS) paralleling ISO 9001 and warranty specifications to improve the quality and consistency of the end product, asphalt pavements, and of its various process components.

The innovative PASIN approach enabled the SR 28 Project to be constructed with increased productivity, while improving ride quality and durability. Derry Construction Co., Inc., of Latrobe, Westmorland County was awarded a $5,656,275 contract for the restoration of over 12 miles of SR 28 (Allegheny Valley Expressway) in South Buffalo Township. The project was funded through the American Recovery and Reinvestment Act.
