SECTION 688 — MICROCOMPUTER AND BATTERY BACKUP SYSTEM

688.1 DESCRIPTION — This work is furnishing, setting up, and maintaining a microcomputer of the type specified, and a battery backup system if indicated, for the exclusive use of Department personnel.

688.2 MATERIAL —

(a) General. Provide all material necessary for setup and operation of microcomputer, including all cords and cabling. Upon delivery to the field office, ensure that all hardware and software are compatible and operational. Provide a maintenance schedule with appropriate maintenance instructions, and a log for documenting routine maintenance by Department employees.

(b) Microcomputer. Type A & Type B microcomputers are desk top models with backup tape drive. The Type C microcomputer is a notebook computer. Specifications for each microcomputer type are as indicated in Table A and as follows:

1. Internal Modem. Provide an internal modem having a communication data rate of at least 9600 bps from the list entitled "Approved Modems" in the special provision in the proposal.

2. Monitor. Provide a color, noninterlaced monitor (VGA/SVGA equivalent or greater); with enhanced graphics capabilities and having a minimum of 16 colors, 1024 X 768 minimum resolution, .28 mm dot pitch, a high resolution graphics control card capable of supporting IBM as well as enhanced color graphics, and a minimum 1 MB display buffer; for Type A & Type B microcomputers.
For the Type C microcomputer, provide a 9 1/2" diagonal measure, monochrome display screen (VGA display) that gives 16 shades of gray in 640 X 480 resolution.

3. Printer. Provide a parallel, 24 pin, impact dot matrix printer, including all cords and cables, with a minimum speed in draft mode of 400 cps at 12 cpi; capable of printing 10, 12, 15, 17 and 20 cpi; with EPSON character emulation, LQ 1500 minimum; and having an adjustable width tractor feed for up to 14 7/8" wide paper; for Type A, Type B, and, when indicated, Type C microcomputers.

4. Surge Protector. Provide a surge protector, with a minimum of 4 outlets, having a line voltage regulator/conditioner that protects against chronic low or high voltage, voltage spikes and radio frequency interference, and total line power failure.

5. Keyboard. Provide a 101 key, full function keyboard with 12 programmable function keys for Type A and Type B microcomputers.
For the Type C microcomputer, provide a full function keyboard with 12 programmable function keys and an external numeric keypad.

6. Software. Provide MS-DOS (6.0 or newer) software for each type microcomputer. Provide compatible Pointer Device (mouse) Software. Provide compatible Tape Drive Software for Type A and Type B microcomputers.

7. Miscellaneous.

Provide a combined cabinet and work station with lock for the entire system and a separate telephone line in the inspector's field office for the exclusive use of Type A & Type B microcomputers.
Provide a spare battery pack, AC adapter, automobile adapter, and external battery charger with Type C microcomputer.
With the Type C microcomputer, provide a carrying case large enough to carry the "notebook" computer, spare battery pack, external numeric keypad, external pointing device (mouse), AC adapter, automobile adapter, external battery charger, and 20, 3 1/2" diskettes.
Provide 20, 3 1/2", high density (1.44 Mbyte) diskettes with each type microcomputer. Diskettes become Department property.
Provide 10, 5 1/4", high density (1.2 Mbyte) diskettes with the type A & B microcomputer. Diskettes become Department property.
Provide 5 cartridge tapes (250 MB minimum) for use with tape drive for Type A and Type B microcomputers. Tape cartridges become Department property.
Provide disk drive cleaning kit for each microcomputer.
Provide tape drive cleaning kit for Type A and Type B microcomputers.
Provide compatible printer ribbons, as required.
Provide 9 1/2" x 11" and 14 7/8" x 11", or 14 7/8" x 11" Tri-perf continuous feed, 20# white bond paper, sufficient for the life of the project, for each printer. All paper becomes Department property.
Provide 12, 2" D-Ring, three ring binders, with vinyl covers and having dimensions of 8 1/2" x 11", 11" x 8 1/2", or 14 7/8" x 11", as required. All binders become Department property.

(c) Battery Backup System.

Provide a battery backup system for the Type A microcomputer, when indicated, meeting the following minimum requirements:

(d) Maintenance Agreement.

Provide a maintenance agreement for on site repair service within 24 hours of notification. If the system can not be repaired, provide a replacement within 48 hours of service notification. Failure to meet these conditions will result in the Department obtaining an equivalent replacement at the Contractor's expense.

(e) Compatibility.

All references to compatibility require that compatibility be demonstrated in the Inspector's Field Office. Failure to demonstrate compatibility will result in the Department obtaining an equivalent replacement at the Contractor's expense.

688.3 CONSTRUCTION — Furnish microcomputer for Department use no later than 3 working days after the Notice to Proceed date or 3 days prior to the scheduled start of work. Provide the type of microcomputer specified for Type A & Type B microcomputers and install in the Inspector's Field Office. Maintain the system from installation until at least 30 days after physical work has been satisfactorily completed unless released earlier by the Engineer. The Engineer may direct that the system be maintained for more than 30 days after physical work has been satisfactorily completed, as necessary, to allow time for Department personnel to process outstanding project records. Remove and properly dispose of all dispensable items for the life of the Project and upon release by the Engineer.

688.4 MEASUREMENT AND PAYMENT — Lump Sum

Paid in three payments, in accordance with the following schedule:

Whenever the requirements of Section 688.2(a) have been met and compatibility satisfactorily demonstrated to the Engineer, 80% of the amount bid for this item will be paid.
Whenever work representing 40% of the total contract price is completed, excluding the bid price for this item, 10% of the amount bid for this item will be paid.
Whenever work representing 80% of the total contract price is completed, excluding the bid price for this item, the remaining 10% of the amount bid for this item will be paid.

(a) Price Adjustments. Adjustments to the lump sum price for the indicated type microcomputer, when applicable, will be made when the final adjustment of contract time has been approved and as follows:

1. Time Extensions and Reductions. In the event contract time for completion of all work on the project is adjusted, in accordance with the provisions of Section 108.06, to be more than A or less than B of the original contract time, where A and B are as specified in Table B, an appropriate adjustment will be made to the lump sum price, for that portion of adjusted contract time in excess of A (payment to Contractor) or less than B (rebate to Department) of the original contract time, at the following daily rate:

2. System Maintained More Than 30 Days After Physical Completion. In the event the Engineer directs that the system be maintained for more than 30 days after physical completion, as specified in Section 688.3, an appropriate adjustment will be made to the lump sum price, for the days in excess of 30 until release by the Engineer, in accordance with the Daily Price Adjustment Rate specified in Section 688.4(a)1.
