District Executive Message
	Welcome to PennDOT Engineering District 3-0. Situated in scenic north central Pennsylvania, our district covers nine counties. They are Columbia, Lycoming, Montour, Northumberland, Snyder, Sullivan, Tioga, Union and Bradford. Our district staff of just over 1,000 employees is headquartered in the district office in Montoursville or in one of nine county maintenance organizations. We are responsible for maintaining 4,500 miles of highway and 2,900 state bridges.
	We operate on an annual budget averaging around $235 million, with an emphasis on the department’s “maintenance-first” philosophy. District 3-0 has aggressive roadway surface improvement and bridge preservation programs. On average, we resurface 250 miles and replace or substantially rehabilitate 30 to 40 bridges annually. We are unique because of our in-house capabilities including department-force resurfacing, bridge upgrades, seal coat, design, drilling, bridge inspection including underwater, and construction inspection.
	The 2012 construction season will be busy with roughly 100 active construction sites. I ask you to pay attention when traveling through these sites. We want our employees, contracting partners and motorists to return home safely to their families.
