PRODUCERS OF BITUMINOUS MIXTURES
The producers listed in this Bulletin have demonstrated their capability to comply with the Department's specification requirements (Publication 408 [M], Section 401.3(b) and Publication 27, chapters 1 and 1A) for the production of bituminous mixtures as determined by inspection of their plants and facilities. |
 | Prospective producers offering a plant for approval shall request plant inspection from the appropriate District Materials Engineer in the District where the plant is located. It is the responsibility of the Bureau of Construction and Materials to approve the listing of bituminous mixture plants in Bulletin 41, following the plant inspection and recommendation for approval by the District Materials Engineer. Upon the submission of a properly completed Bituminous Concrete Plant Inspection Report (Form TR-498) from the District to the Bureau of Construction and Materials, Materials and Testing Division, with a recommendation for approval, the plant will be listed in Bulletin 41. |
 | Any Bituminous Concrete Plants offered for Department approval shall be fully AUTOMATED and RECORDATED or equipped with recording scales. All currently approved plants are required to be fully AUTOMATED and RECORDATED or equipped with recording scales to maintain their approval status. |
 | All Bituminous plants will be required to have an inspector's office, adequate laboratory equipment, space, and utilities as required for the performance of specified tests (See Bulletins 25 and 27) in place, operating effectively and approved prior to any listing in Bulletin 41. The only exception to this will be the water cooled, abrasive circular saw. Each plant will not be required to have its own saw providing, at the District Materials Engineer's discretion, all required testing and daily certification (Form TR-465) is done no later than the next day. If this cannot be accomplished, each plant or location must have the saw. |
 | All plants shall be reinspected biennially for compliance and an inspection report (Form TR-498 or TR-498A) submitted by the District to the Bureau of Construction and Materials, Materials Testing Division. When conditions warrant, plants shall be inspected annually. |
 | After the initial approval has been made, the plant will remain on the approval list until such time as it is deleted for any of the following reasons: |
 | 1. Any actions or inactions that may affect the quality of the product, the integrity of the test results or the applicable Quality Control Plan.
2. The plant facilities fail to meet specification requirements.
3. The operation is completely inactive for two years.
4. Major changes in equipment or procedures that will affect the quality of the product.
5 .Removal of plant and facilities from its site. Relocation of portable plants will be permitted upon request to the Materials and Testing Division. |
