Highway Beautification/Adopt-A-Highway - Adult and Juvenile Litter Brigades
In its continuing efforts to enhance and beautify the thousands of miles of roadways in the Commonwealth, PennDOT works with County Adult and Juvenile Probation Offices to provide for highway litter cleanup to be part of a probation sentence. Under this program, offenders sentenced to perform community service can be assigned to an Adult or Juvenile Litter Brigade.
As part of the Juvenile Litter Brigade agreement, PennDOT pays $14.00 per lane mile to the County Probation Office, not to the juvenile offender. The money is used to pay restitution for the crime committed.
Adult offenders are not paid since County Judges are looking for public service functions as part of the probation. The Adult Litter Brigade is a perfect vehicle for that function. There are currently 15 Juvenile and three Adult Litter Brigades operating in our state.
The Juvenile Litter Brigade Program requires either a one-year or a five-year agreement between the County Commissioners and the PennDOT County Maintenance Office. The Adult Litter Brigade Program requires a five-year agreement between the County Commissioners and the PennDOT County Maintenance Office.
In September 2003, one of Governor Edward G. Rendell’s initiatives came to fruition as an agreement was forged between PennDOT and the Pennsylvania Department of Corrections (DOC) to add an additional crew to the Community Work Program of each State Correctional Institution (SCI) devoted exclusively to litter pickup.
This innovative program uses minimum-security prisoners to staff the litter pickup crews. The program is voluntary for inmates and helps to supplement the efforts of PennDOT’s Adopt-A-Highway volunteer groups to clean state roadways.
