Acting Division Chief | The Highway Delivery Division (HDD) develops and implements policies, standards, criteria and procedures for highway design.
The Division coordinates extensively with other Bureaus, Districts, State and Federal agencies, State Departments of transportation, consultants and other external customers in developing policy and procedures, and guiding projects through the various steps of the project development process. |
 | The Project Development Section monitors projects, performs quality assurance reviews of project submissions, and attends meetings. This section guides preliminary and final design project activities, from Program Management Committee approval to Plans, Specifications and Estimates development, through extensive coordination with Districts and consultants. The Turnpike Liaison group coordinates preliminary and final design activities with the Pennsylvania Turnpike Commission.
The Standards & Criteria Section is responsible for maintaining the Roadway Construction Standards and Design Manuals 1, 1A, 2 and 3. This section is also responsible for reviewing and evaluating new roadway products.
The Field Liaison Section performs Right-of-Way and Construction plan checks to ensure that Department procedures and policies have been incorporated into design projects. This section also conducts construction site visits to ensure that mitigation commitments and design procedures have been carried through into construction.
The Open Plan Support Group assists the Districts with schedule creation and maintenence, and is responsible for reviewing schedules to ensure compliance with State and Federal standards.
HQAD coordinates extensively with Federal Highway Administration and the Pennsylvania Turnpike Commission on project and policy related matters. HDD provides expert technical guidance and provides training for Districts and District consultants.
