 | The Contract Development and Award Section (CDAS) is responsible for advancing construction contracts that consist of Plans, Specifications, and Estimates (PS&E) from Design through Award.
The section is comprised of Proposal Review East, Proposal Review West, Specification Review and Proposal Review, and Contract Awards. The CDAS objective is to set policy to standardize Design items, specifications, bid package preparation, and estimates as necessary to enable conformity among the districts. CDAS also ensures that state and federal regulations are enforced. CDAS also provides support for the district, local governments, and other Commonwealth Departments in advancing highway/bridge construction, or transportation enhancement projects. |
