Program Delivery Services Section |
 | This section is comprised of a team of environmental policy writers and other environmental professionals with expertise in environmental policy, environmental contract administration and state/federal agency coordination. The section is responsible for enhancing program delivery by providing project development-related environmental policy and guidance, ensuring integration of environmental provisions into the Department’s project development policies and procedures, conducting regulatory/resource agency coordination and liaison, conducting Agency Coordination Meetings, providing technical assistance and quality assurance. The section also tracks environmental document reviews, reviews or evaluates environmental studies and reports, develops, trains and implements Department-wide environmental guidance and policy, performs state wide environmental open end contract administration for management of preliminary and final design activities, spearheads related technology development and implementation, and advises management on environmental issues related to the Department’s programs. |
 | Program Management
Responsible for the development and management of statewide environmental programs. Inclusive in this responsibility is the development of strategic goals and objectives, gap identification, development of long and short term milestones, identifying measurements of success, bench-marking, performing continuous improvement and implementing change. |
 | Environmental Analysis
Reviews and analyzes proposed or revised environmental laws and regulations for their impact on all facets of the Department’s operations. Analyzes and recommends environmental guidance and policy for District projects and Department statewide programs. Oversees and guides environmental-related research projects. |
 | Technical Assistance
Provides environmental expertise and advice to management and staff for project development-related issues. Performs document preparation or review and comment of documents to ensure environmental sensitivity and compliance. Assists in the development and monitoring of environmental studies and mitigation plans. |
 | Liaison
Acts as liaison with state and federal resource and regulatory agencies, the federal transportation agencies, and environmental organizations to ensure coordinated efforts, sharing of information, and informed decision making. Coordinates, schedules and conducts the Department’s regular Agency Coordination Meetings for review of critical projects. Participates on various internal and external committees and task forces. |
 | Quality Assurance and Monitoring
Performs quality assurance and monitoring for environmental compliance and fulfillment of commitments on District projects and Department programs. This is accomplished through process reviews, document reviews, site visits, tracking of document reviews and training, and attendance at project meetings. |
 | Contract Administration and Management
Manages and/or administers a program of statewide environmental open-end contracts, as well as interagency funding agreements with state and federal resource and regulatory agencies. Responsibilities include, but are not limited to; advertise for contract work, selection of consultant, scopes of work development, assignment letters, processing of invoices and charges, budgeting and accountability of funds, negotiating interagency agreements, establishing consultant and agency performance standards, and conducting agency performance reviews. |
 | Environmental Policy and Guidance Development
Develops, coordinates and oversees integration of environmental provisions into various Department-level policies and guidance relating to planning, design, construction, maintenance and operation of transportation facilities and systems. |
 | Technology Integration
Researches state-of- the-art technology for application in the Department. Oversees the development and implementation of software and hardware applications to improve the integration of environmental provisions into the transportation project development process. |
