Appraisal and Appraisal Review Unit |

The Appraisal & Appraisal Review Unit acts as a technical and administrative liaison between the Department of Transportation’s eleven engineering districts as well as the Pennsylvania Turnpike Commission and local public agencies. The staff is comprised of the Chief of Appraisal & Appraisal Review, iseven staff reviewers, and a review consultant. This Unit provides guidance and direct support to the District Right-of-Way Units to perform functions that relate to the appraisal of real and personal property to aid in the acquisition of right-of-ways to clear projects for letting. This includes, but is not limited to coordinating with the Office of Chief Counsel to assure that the Department is adhering to required regulations, testifying at formal hearings, attending field conferences, advising staff and fee appraisers, insure quality control and quality assurance, and other related duties. Also included in the Units duties are providing training to Central Office and District Office right-or-way staff, fee appraisers, consultants, and business partners. This unit conducts Quality Assurance reviews when necessary, develops required strike-off letters and Pub 378 Right-of-Way Manual Chapter 2- Appraisal, The Appraisal Guide, and related appraisal forms to inform the districts and consultants of policy and procedural changes. Other Unit duties include managing the appraisal and appraisal review contracts.
