Right-of-Way Administration and Property Management Unit |
| | The Administration and Property Management Unit provides information technology support and administrative services to the Right-of-Way (ROW) units within the 11 engineering district offices throughout the commonwealth. The unit is comprised of the Chief of Right-of-Way Administration and Property Management, a Right-of-Way Administrator, three Real Estate Specialist, and two Clerks.
This unit provides policy and procedure to the District Offices to satisfy payment processing requirements per IRS 1099 reporting guidelines. Statewide ROW payments are received by this office for the purpose of logging, tracking and processing payments to the Comptroller and Treasury. Quality-assurance reviews are essential to ensure executed forms and appropriate accounting codes are used. Additionally the unit provides high level ROW project status review to enable issuance of ROW clearance for all projects in coordination with Contract Management Division and Program Center requirements. Clearance requests are submitted electronically by the District Offices and result in conditional or final approval. ROW clearance is required on all projects statewide.
System Administration of the ROW Office computer system is maintained by this unit and is essential to the ROW business process. The recording of historical data for each of the approximately 3000 transactions conducted annually is entered by more than 300 system users statewide. This unit performs system design, testing operations and manages user security and other various database tables. Training is also provided as needed.
The Outdoor Advertising Control Act of 1971, Act No. 160, (36 P.S. 2718.101 et al), and Title 67, PA Code, Chapter govern outdoor advertising signs along the highways of the commonwealth. Likewise, the Junkyard / Automotive Dismantlers & Recyclers Act of 1966, Act 4, and Title 67 PA Code Chapter 451 govern the control of junkyards adjacent to the highways of the commonwealth. This unit provides policy and procedure guidance and oversight to the District Offices for outdoor advertising and junkyards. The Outdoor Advertising Billing Program, operated within this Unit, generates the annual billings and payment processing for over 12,000 permitted signs throughout the commonwealth.
Responsibilities, as related to ROW acquisition, include the maintenance and protection of lands and improvements acquired for highway purposes from the time of acquisition until construction begins, or the property is sold or otherwise transferred. This unit provides guidance in the removal or demolition of improvements, maintenance and leasing of property resulting from ROW acquisitions.
