dotGrants Information
The Bureau has implemented a web-based electronic grants system known as dotGrants. This system is used for the submission of rail grant applications, the electronic processing of grant agreements for projects selected for funding, and to request reimbursements once grant project work has been completed. This system will streamline the grant process from application to reimbursement and closeout.

THE STEPS INDICATED BELOW:
Step 1
.
Establish a Vendor #
:
Your organization must apply for a
Non-Procurement
vendor identification number. You must contact the Central Vendor Management Unit (CVMU) at
www.vendorregistration.state.pa.us
for additional information.
Step 2.
Complete an EALA:
Your organization must complete an Electronic Access Licensing
Agreement (EALA). This form must be completed and signed by the proper signature authority. This form gets sent to our legal department for approval.

Step 3

Obtain access to the dotGrants system
:
You must submit the following to establish a user account in dotGrants: Organization name, address, phone & fax #, Vendor id #, Federal id # email address and contact person. You will also need to indicate the person's name that will be entering the application. This information can be submitted via email to

You will be emailed a user name, password and link to the dotGrants system when your account is validated by the system administrator
Things to remember:
1. You will not be granted access to the system until all three steps have been completed.
2. You can only submit an application during the open application period
3. Dates for the upcoming open application periods will be posted on the website.
