Leave and Pay

    Paid Leave
    • Annual Leave

    • Annual Earning Rate:
      Up to 3 years service
      7 days
      Up to 3 years service for management employees
      10 days
      More than 3 years through 15 years
      15 days
      More than 15 years through 25 years
      20 days
      More than 25 years
      26 days

    • Employees can accumulate a maximun of 45 days of annual leave
    • Employees may carry over annual leave on excess of the 45 days, up to the end of the seventh full pay period in the new leave calender year. After that, it is converted to sick leave.
    • Employees receive payment for unused annual leave when they terminate employment.

    • Personal Leave

    • Earning Rate:
      1 day during first calendar year
      2 days during second calendar year
      4 days during third and subsequent years

    • Personal leave may be carried over through the seventh full pay period of the new leave calendar year.  If the personal leave is not used before the end of the seventh pay period, it will be lost.
    • Employees receive payment for unused personal leave when they terminate employment

    • Sick Leave

    • Annual Earning Rate is 13 days (5% or regular hours paid)
    • Employees can accumulate a maximum of 300 days of sick leave.

    • Employees may carry over sick leave in excess of the 300 days, up to the end of the seventh full pay period in the new leave calendar year.  After that, it is lost.

    • Employees receive payment for a percentage of their unused sick leave at retirement (subject to age and service requirements) and upon death if an active employee with more than 7 years of service.

    • Employees receive payment for 100% of unused sick leave upon work-related death (30% for firemen and law enforcement officers whose survivors are entitled to benefits under Act 101 of 1976).

    • Holiday

    • Employees are paid for 11 holidays annually.

    • Holidays that occur on Saturday are observed th preceding Friday

    • Holidays that occur on Sunday are observed the following Monday.

    • Employees must be in an active pay status the afternoon before and the morning after a holiday in order to receive the holiday paid.

    • Administrative Leave


    • Administrative leave is time away from work with compensation for purposes such as voting, donating blood, taking a physical exam for entering the armed services, etc.

    • Civil Leave

    • Civil leave is time away from the job for such purposes as jury duty, court attendance, firefighting, etc.

    • Educational Leave with Pay


    • Educational leave is time away from the job with compensation for the purpose of attending out-service training.

    • Military Leave with Pay


    • Military leave is time away from the job with compensation for the purpose of serving in the armed forces.

    • Paid Injury Leave


    • Paid injury leave is a leave of absence for which accrued sick, annual, or personal leave is used, at the employee's option, to supplement the indemnity benefits paid under the Pennsylvania Worker's Compensation Act.
