General Employment Information


PennDOT is a customer-driven service organization responsible for the planning, design, construction, and maintenance of Pennsylvania's multi-modal transportation system. To effectively move people and goods within a highly industrialized region, the Department has developed an extensive transportation system.

The Department is organized into a Central Office, which is located in Harrisburg, and eleven Engineering Districts strategically located throughout the state. The Central Office provides overall guidance and policies, and the Districts are responsible for carrying out these policies. Information concerning employment opportunities at a specific location may be obtained by contacting the Personnel Officer in the District you are interested in at the Bureau of Personnel in Harrisburg.

Gaining employment with the Commonwealth is different from gaining employment with a private organization. Some people call State Agencies, inquiring about current vacancies and submit applications directly to the Agency. This is not the most effective way to obtain employment with the Commonwealth. The following information should help in your employment search.

There are two general types of employment available with the Department of Transportation. They are Non-Civil Service and Civil Service. Each are separate employment processes, which are overseen by organizations separate from the Department of Transportation. Non-Civil Service employment is managed by the Governor's Office of Administration, Bureau of State Employment (BSE). The State Civil Service Commission oversees Civil Service employment. Generally, a person not currently employed by the Commonwealth will have a greater chance of securing employment if they apply to these organizations for future vacancies rather than attempting to apply directly to PennDOT for current advertised vacancies.

  • How to Apply for Non-Civil Service Vacancies:


  • The Non-Civil Service vacancy process is controlled by the Bureau of State Employment in the Governor’s Office of Administration. A Personal Data Sheet and resume must be submitted to the Bureau of State Employment each year to stay in an active status.

    Vacancy Announcements are typically posted at PennDOT offices for at least 5 days.

    Entry level union vacancies and management vacancies are filled through applicant referrals from the Bureau of State Employment to PennDOT in order to be interviewed.

    Non-entry level union vacancies are filled through seniority OR by selecting an applicant from the same class title as the vacancy. These applicants must be employed in the same seniority unit as the posted vacancy. If there are no qualified seniority applicants, the bureau of State Employment will send the names of qualified applicants to be interviewed for the vacancy.
