 | The Labor Relations and Equal Opportunity Division serves a consultative function to the management of Central Office Bureaus and to the Human Resources Officers and Labor Relations Coordinators of the Department’s 11 Engineering Districts. The Labor Relations and Equal Opportunity Division is responsible for all grievances processed through the Accelerated Grievance Procedure, employee discipline, assisting managers to deal with performance problems, Contract Interpretation, Employee Arrests, Supplementary Employment, Dual Employment, Financial Disclosures, responding to PHRC/EEOC Complaints, Internal EEO Complaints, and advocating the Department’s position in Labor Arbitration.
