The Employee Services Division (ESD) is comprised of three sections: the Time and Transactions section, the Sick, Parental, Family (SPF)/Americans with Disability Act (ADA) unit, and the Travel Section. The Time and Transaction section coordinates personnel transactions, personnel systems, paid/unpaid leave including the military leave program, seniority, the Employee Performance Review (EPR) program, and official personnel records. The SPF unit handles the employment-related disability program under the Americans with Disability Act (ADA), SPF leave requests, and the State Employee Assistance Program. The Travel section oversees all Departmental Travel policies and procedures, coordinating with Travel Arrangers throughout the Department and the Bureau of Commonwealth Payroll Operations-Travel Audits Section to ensure adherence to Commonwealth travel policies. ESD also coordinates the Department’s State Employee Combined Appeal (SECA) effort and is responsible for the Employee Recognition Program.

The Employee Services Division is responsible for the coordination and handling of the following Department programs:

  • State Employee Assistance Program (SEAP)

  • Department's Employee Performance Evaluation (ERP) Program

  • Maintenance of Employees' Official Personnel Records

  • Employment-related Disability Program under the Americans with Disabilities Act (ADA)

  • Department's annual State Employee Combined Appeal (SECA)
