Highway Occupancy Permit Storm Water Policy
	State Highway Law provides that: “It is unlawful for any person to discharge sewage or drainage, except surface drainage, on, or within the legal limits of, any State highway.”
	The policy is intended to provide a consistent approach in identifying maintenance responsibility for the installation of new storm water facilities and/or modifications to existing storm water facilities under various scenarios that are encountered during the highway occupancy permitting (HOP) process.
