Act 167 - Pennsylvania's Storm Management Act
The Storm Water Management Act was enacted in response to the impacts of accelerated storm water runoff resulting from land development in the state. It requires counties to prepare and adopt watershed-based storm water management plans and requires local governments to adopt and implement ordinances to regulate development consistent with these plans.

Storm Water General Maintenance Policy
Local governments are responsible for controlling offsite storm water runoff. PennDOT will not maintain pipes for lack of capacity due to upstream development. However, PennDOT will maintain pipes for structural conditions including exceeded design life and deterioration.
PennDOT is not responsible for storm water systems in cities and boroughs.
