Municipal Liquid Fuels Program (MLF)
MS-965 Online Report



Before a municipality can begin using dotGrants, an Electronic Access Licensing Agreement (EALA) and Municipal Resolution are required.

Please review the following documents before starting your MLF MS-965 report:

  1. Program Eligibility - an overview of the Municipal Liquid Fuels Fund program (Pub 9 ) including the purpose, criteria and requirements.

  2. dotGrants User Manual - technical information and instructions for operating the web-based system.

  3. Reporting Instructions - step by step directions for completing the report, dealing primarily with the content of the report.

  4. Project Reporting Instructions - step by step directions for entering approved construction projects (MS-329,MS-999).

If you need help, please call your local District Municipal Services Representative. Reports are due on January 31st of each year.

Online Report - First Steps

See the dotGrants User Manual for more detailed instruction on how to use the online reporting system.

    1. Submit an EALA and Resolution for approval to BMS
      Before a municipality can gain access to dotGrants, an EALA and Municipal Resolution are required. Once approved, the municipality will be notified by BMS.

    2. Identify an Authorizing Official (AO) for your municipality
      Review the dotGrants Roles and identify at least one executive-level municipal official who can serve as the Authorized Official for your municipality.

    3. Create a new user account for the AO
      Go to the online dotGrants system log-in page and review the “
      New User Registration Guide”. Click on “New User?” in the LOGIN box, complete your Contact Information and Save. Please remember to enter your Municipality name in the Organization box as well as type your 5-digit dotCode behind your Last name. (i.e Thomas -54103)

    4. Have the AO validated by BMS
      Contact the Bureau of Municipal Services by phone at 717-783-3719 or
      email:
      ra-lf-penndot_boms@pa.gov to be validated as the Authorized Official for your municipality.

    5. Create a new report
      Once logged in, an Authorized Official may initiate a new Liquid Fuels report following instructions provided in the dotGrants User Manual.

    6. AO assigns other roles
      Follow instructions provided in the “
      New User Activating Guide for Authorizing Officials on the log-in page to assign Viewers to your forms.

    7. Begin Report
      Log-in with your username and password and begin work on the forms, following guidance in the Report Instructions.
