Highway Occupancy Permits Home Page
PennDOT is authorized under Section 441 and 420 of the State Highway Law to issue Highway Occupancy Permits (HOP) for occupancy of State Highway right-of-way, or opening the surface, or placing a facility or structure or opening an access.
