| Assemble a Taskforce – Bring the right people together. Use materials created by the National Center for SRTS or National Highway Traffic Safety Administration. |

| The Five Es of SRTS – Begin to consider how your project will incorporate education, encouragement, enforcement, evaluation, and engineering activities. | Evaluation - Become familiar with the evaluation procedures by viewing the National Center for SRTS Data Collection Overview. Evaluation is not required for submission of a FSRTS application; however, it is highly recommended that communities begin collecting background data as soon as possible. The data collected on student travel behavior and parent/guardian attitudes towards walking or bicycling to school can be very valuable when developing a FSRTS application. Projects selected to receive FSRTS funding will be required to conduct evaluation activities. |

| Obtain Resolutions – The project sponsor should begin the process of acquiring resolutions from all participating schools and municipalities; however, resolutions are not required when the application is submitted. The resolutions do not need to be submitted with the application, but will be required for the reimbursement agreement, should the project be selected. |

| Designing Infrastructure Projects – Begin consulting with local engineers to develop cost estimates and preliminary designs for infrastructure improvements. You may also utilize your local MPO/RPO/District TE contacts. Use the PennDOT Pub 535: Overview of PennDOT Local Project Processes. |
