These agencies include all the planning bodies within South Central Region including Metropolitan Planning Organizations (MPO) including: Harrisburg MPO, Lancaster County MPO, York County MPO, and Lebanon County MPO. Also included in this element are the Adams County RPO, Franklin County (independent), and the Federal Highway Administration (FHWA).

The planning bodies are responsible for long-range planning for the future of transportation system and the short-range programming of funds for upcoming projects.
